The shifter is not moving into park?

THE SHIFTER IN MY 98 IS MOVING TO THE "P" POSITION BUT ONLY OCCASIONALLY ENGAGING AND ABLE PARK THE CAR. MOST TIMES I CAN NOT START IT IN "P", I HAVE TO START IT IN "N".

the cable may be bad or the bracket is loose under the dash by the column.
