anti-theft light on the dash

When theres a solid anti-theft light on the dash indicator when turning the key switch to on run and no crank do i reprogram key. 98 v6 ford contour anti-theft light stays on solid and car wont crank over what can i do to solv the problem do i reprogram same key again or new pats key is needed or is it a mechanical or electric problrm
