Are you measuring that during engine cranking? If so, swap the automatic shutdown (ASD) relay with one of the other ones like it. If that doesn't help, measure the voltage in the socket on terminal 30 or 87. One of them must have 12 volts all the time.

I measured during cranking, and I'm getting a 3v reading on the orange/green wire. I tried the swap, no difference. The measurement in the socket in terminal 30 is 12v, both in off and on position. The measurment in the socket in terminal 87 is 0(zero) both in on and off position and during cranking.

It would appear the ASD relay isn't turning on during cranking. Measure that same wire right after you turn on the ignition switch. You should have 12 volts for one second, then it should go to 0 volts until you start cranking. If you only get 3 or 4 volts for that one second, since the relay didn't help and you have 12 volts on terminal 30, there would have to be a break in that dark green / orange wire, probably by the splice that feeds to the injectors. If you do get 12 volts for one second but not again during cranking, that would typically be due to a problem with the camshaft position sensor or the crankshaft position sensor. Check for diagnostic fault codes first. Cycle the ignition switch three times from "off" to "run" without cranking the engine, then watch the code numbers show up in the odometer display.

I tried to cycle the ignition switch as you have suggested but it does not seem to be working.

Did you do it three times and leave it in the "run" position? If so, then you'll need a code reader to retrieve the codes or there's a blown fuse.

Did you measure the voltage on the dark green / orange wire for that first one second after turning on the ignition switch?
