1998 Chevrolet Venture car runs hot

i put a new water pump i put a new thersotat and it still runs hot when i drive and stop the needle goes back down when i start to drive the needle goes all the way to hot and sometimes the hot light comes ondo you think it the radaitor and the cooling fans run

The cooling fans are more for slow speeds if it over heats at higher speeds then I would think the radiator is plugged you can tell by carefully feeling the top and the bottom of the radiator when warm to see if the same temp if no then the radiator needs to be replaced
