1998 Chevrolet S-10 p1133 obd 2 code

Got a p133 code O2 sensor,insufficient switching. Hooked up a scan tool to look at the o2 sensors and saw that the sensors are switching back and forth . So I replaced all of the exhaust gaskets along with the gasket in between the head and header and the heated o2.I also hooked up a vacuum gauge to find no engine leaks and no other leaks found this code has been on for a wile now and I tried to clear the code after I worked on it and it still is coming on what do I do next

Sounds like a lazy o2 sensor you will still see it switching on a scan tool but the computer sees its not switching fast enough.so most likely you have a bad o2 sensor.

I really doubt that you could have a vacuum leak causing the high idle.Fix the o2 sensor code and go from there.
