how to install o ring in fuel line at fuel filter do i put o ring on filter and push in line or work o ring up in fuel line

If you put the o-ring on fuel line, should work fine. Use a couple drops of engine oil on o-ring and male end of fuel filter. Check for leaks after you get everything hooked-up.
