the van wont start in cold weather and sometimes has a slow start in cool weather or first start of the day, new battery, timing good, spark good, fuel pressure good, recently had new plugs wires dist cap and gear and rotor, also recently intake manifold gaskets replaced, and new igmition coil

60 before crank and 54 during crank.

That's a bit too low.. It needs a minimum of 56-57 to start in cold weather.

Yes, I am sure. You should be seeing over 60 with no vacuum and this engine is VERY pressure sensitive.

Put a quart of Marvel Mystery oil in it and see if it's just sticky.
