My remote for my 1998 Cadillac eldorado stops working when I turn on the car with the key it honks the horn for a few seconds and then the remote works again why?

It sounds like their is a fault in the security system. Try replacing the battery in the remote fob first. Then the best thing to do is take it to a repair facility and run a diagnostic to see what codes come up.
When you start the car with the car with the key, it resets the system.
