Look for the vacuum line on the engine side that goes through the firewall. The info I looked at was automatic hvac.

Is there vacuum going to the actuator, engine running? If so and the actuator does move, maybe faulty actuator?

Usually there is only one vacuum line that goes through the firewall. Look for a vacuum tee on the firewall. I'd have to look at it. Just find anything that has a vacuum line and follow the line. Your cruise control may have a vacuum line, your map sensor, Your fuel pressure regulator probably has a vacuum line. The throttle-body may have vacuum lines going to it.

If you can move it between floor and defrost, the vacuum may be ok? I can't see much from here.
