1997 toyota camry code p0401,replaced vsv for egr ,replaced modulator for egr,cleaned egr, cleaned throttle body,and iac,cleaned map sensor ,checked all vacum lines ,i have 20 inches of vacum from modulator,vsv for evap purge tested ok,motor runs very good,cant see anything damage.2.4 liter , le model automatic

DTC P0401: INSUFFICIENT EXHAUST GAS RECIRCULATION (EGR) FLOW DETECTED

DTC is set when after engine is warmed up, intake manifold absolute pressure is more than calculated valve by ECM while EGR system is on. Possible causes are:

• EGR valve stuck closed.
• VSV open or short circuit.
• Manifold Absolute Pressure (MAP) sensor.
• EGR vacuum hose disconnected.
• ECM.

You would have to proceed to those that you have not check yet.
