Trying to clear codes on a Subaru impreza outback but it wont clear with a scanner I do not believe it is a hard code it is the thottle postion sensor code

if the light is on, there is a problem, clearing it does nothing as the issue is still there. once the failure is determined, repaired, then the code will clear.
