Think I'm going to have to pull the trim off and test for voltage at the connector. Would I check for VAC or VDC or does it matter?

I have 15 VDC at the connector. I'm trying to remove the motor asm, but can't figure out how to remove the pivot arm.

That's way too much you have a bad multi meter or bad alternator. It should read 13-14 volts DC at idle at the battery.

Try setting the volt meter to 20 volts DC and see wat it reads? If it reads the same try a different meter.

Tried different meter and read at 14VDC. Seems my original meter is out of calibration.

So, assuming my voltage is equivalent down the line and I have power at the motor asm, can I conclude that the asm is dead?

If you have power and ground and good connection to the motor then you have a bad motor.
