why does my starter fuse blows?

when i turn the key.starter fuse blows.i will say that my husband drove over a small water puddle.the car sat for two days.he went to start the car and thats when the starter fuse blew.we got a new starter new alternator and new battery.

The starter control circuit is shorted directly to ground-

I honestly can say I don't know what that means.What do I need to do based on that answer?
