Mercury Tracer skipping noise at about 2 RPM or 30-45 mph

The first time the Tracer made this noise, it was going uphill and now it will ocassionally do it on flat land. It is always at about 2 RPM or 30-45 MPH, and will stop if I break and then speed up.

Check for tune up. Also, check fuel pump pressure. If the check engine light is on, have the computer scanned for trouble codes.
