1997 Lincoln Continental traction control

my 97 continental has an issue with the traction control. when it starts to kick in like its going to work but then the car stops moving. even with the pedal floored it wont move or rev up. have to stop and try to start again with same issue. scanner says i have code p1220. code assist says traction control stepper motor. can anybody give me any details on this. thanks

A P1220 is a "Series Throttle Control Fault Detected"

Possible causes are:

Faulty Throttle Control Motor
Throttle Control Motor harness is open or shorted
Throttle Control Motor circuit poor electrical connection

Start by checking these things and let me know what you find. Also, let me know if the traction control is functioning when the vehicle is NOT spinning the tires.

the light never comes on in normal driving. i was just checking voltage on secondary tps. yellow and white wire. was told should have 0.5 to about 4.5 from open to closed throttle. only has 0.5 open or closed if im doing it right. figuring secondary is towards the front of the car for the way they open

If that is correct, you have a wiring problem or there is an issue with the PCM.

was working with a guy from just answer. he said that the tps has failed. from what i had told u. so im not sure. i can upgrade n pay u for this but they changed the website and im not sure how now. so im getting to different answers on this
