1997 Jeep Cherokee creaking crunching sound when braking

my jeep makes a creaking/crunching sound when braking at low speeds. sort of a koo,koo,koo sound. no, not like a dove. also makes the same sound when turning. the sound goes away when it's raining, then I just get a little squeal instead when braking. the sound comes back when it's dry again.I use mothers wheel cleaner. I was wondering if this could mess with the brakes. just a thought. the sound seems like it's coming from the middle/front of car but it could be getting thrown from the brakes. I can't really tell. the front brakes and rotors are 9 months old and the back drums are 14 months old. any help would be appreciated.
