to futher on this, the wippers will stop sometimes then start on their own with the switch in off postion....is there a short in the signal leaver where the wiper switch is located or is it the wiper motor its self i need to replace?

could be either and it is determined by an electrical check. you need to check the voltage at the switch and the motor as well as inspecting the harness for shorts
