i had the transmission rebuilt about 3000 miles ago and it included a rebuilt torque converter.
it shifts perfectly, the torque lock works flawless, like a new car.
the issue is about a week ago i noticed the converter is a little noisy.
a little hard to explain but you can hear it at an idle most of the time and you hear it gain speed as you drive, it drops down a little when car shifts to higher gear and you hear it wind up again until the car hits 3rd and so on, kind of sounds like the blower on an old race car. it is not super loud but it is noticeable. it does not in any way affect the performance.
is this normal for a converter to be noisy and what could cause it?

No it isn't normal. Check to make sure everything is tight in there including the flywheel. I should still be under warranty too.
