car was caught in a flood. Burned out starter but now they said I have to replace the engine. The car was in a flood that came up to half the tire for 2 hours--

Not uncommon at all. The problem comes when the engine is running and it sucks water into the intake. It is impossible to compress water so if it gets into the cylinder, when the piston comes up, something has to break and it only takes a split second to happen. We recently had a storm that caused some street flooding in my area and my shop repllaced 6 engines and 4 other cars were totaled by their insurance companies.
