1996 vw passat tdi lost power and then shutoff

Refueled the car put 6 gal in and drove it for 20 miles going up the mountain. Car lost power and sputtered. When I restarted it the car it idles ruff and then cuts off. rpm read @ 10. started but couldn't keep it running
