1996 Toyota Corona popping sound when starting

Hi some time after driving my 1996 Celica stopping it for a while and try to restart it make a popping sound and wont start when it does start it is turning over slow and rough for a while ( like not getting fuel ) but when I get the revs up doesn't miss a beat . have flatten a battery trying to start it.
