where do I find the fusible link?

When you turn the key it wont start. The lights and everything comes on. We changed the starter but still won't start not even if you jump out. I was told all the power from the battery is going to the frame of the car. Please help don't have the money to put in the shop but need my car. Hopefully something I can do by myself.
