Is the AC or defroster on? Have you checked relays?

The fans act like when you unplug the sending unit.the a/c comp is pluged in but inop at this time.doesn't seem to matter if defrost is on or not. Low speed then a couple mins later high kicks in,so I unplugged high fan. Can't find relay but fuse is good.

The relays should be under the hood in the power distribution box. Have you checked there?
