hey do u think i have a starter issue?

my car worked fine yesterday and last night, but today it wont start. It just clicks. The radio, lights inside, windows all work fine. power doesnt seem to be the issue. my dad came by and looked at it and thought that the starter wasnt spinning. he tightened up a bolt on it and we checked the battery posts and still no luck..do you think its the starter also???
