Full charged battery, what would cause loss of power inside the cab?

Battery fully charged, just resently replaced ICM, tested bad, no power to inside fuse box, no lights, no beeping when door is open; must have some power to relays next to fuse box, each relay clicks at different times while turning key to starting position.
