the inside of my back tires are wearing bald and the outside is like new it has had to alignment done and 1 a.lignment kit and the problem still exists. it's a 96 mercury sable 45,000 miles

Inside wear would be camber, and you cannot get a good alignment on a tire worn badly.

You will most likely have to replace tires and get it re-aligned.

each time they did in alignment they gave me to new rear tires and the problem keeps happening

I would complain to manager about this, they should warranty the alignment and tires, this could also be weak springs, but in sny case, I would demand new tires and a permanent fix, at their expense.

the company changed owners and I'm just trying to get an idea of the problem is. car has never been in a wreck so it can be the frame

Frame would not concern me if never wrecked.

I would take to a different shop for an inspection, get results and confront original installer.
