1996 Mercury Mystique Engine Cooling Fan

My engine cooling fan will not turn on when car gets hot, I put a new thermostat in and a new relay in and still does not work. What are some other things I can check.

the engine coolant temp sender is near the tstat housing. it tells the fan to come on. but id get a 5 dollar test light and check for power to the fan first. get the car hot and turn off the engine. unplug the fan and turn the key to the on position. check the red wire for power by hooking the test light to battery ground and touching the red wire side of the plug. then check for ground by hooking the light to positive and doing thesme thing to the black wire side of the plug. you can also smack motor on the fan with a broom handle when its supposed to be on. if it comes on, the brushes are worn and the fan needs replaced
