The brakes will surge while I am at a complete stop?

I had the rear rotors and pads replaced at a local shop. The problem I'm having is when they get wet due to a snow storm or a rainy day, the brakes will surge while I'm at a complete stop. Also the car will surge forward a couple of feet.
