how do u release the pressure too change your fuel filter in my 1996 jimmy

I don't bother with it, I tie a rag around each of my wrists and slowly loosen the lines going into the filter.
the rag soaks up the gas from running down your arm and into your arm pit. (which burns petty bad by the way.)
