why does my 1996 ford f350 powerstroke diesel lose breaks and powersteering the same time at low speeds

my ford truck loses breaks and power steering at the same time. it does not do it all the time just at random. i have changed the master cylinder and bled the breaks and it is still doing it.

check your belt for slippage.
