Car won't start air filter box fills up with fuel when key is in the on position? Could the fuel pressure regulator be bad?

That is the first think I would check. Make sure the fuel pressure is within the manufacturer's specs.

it cold be a regulator but have apro check this as it may be a broken line as well or something seriously wrong that shouldn't happen
