More than likely the relay is stuck in the on position.
Other possibilities are problems with the clutch on the compressor. Note that many compressors will run intermittently even when AC is on.
But,if it never turns off, there is a mechanical problem win the compressor or an electrical issue with the compressor engagement circuit.
