1996 Chevrolet Camaro Water pump bolt hole

My serpentine belt keeps slipping off because the lower bolt holding the water pump and pulley doesn't tighten. I removed the bolts and they are not stripped, but I did notice a lot of metal shavings between the threads of the lower bolt once removed.
What is the best way to repair this problem?

the water pump bolts go into the block so maybe using a heli coil wil be the best way to fix it. but make sure that everything is lining up correctly as it may not be is why the blet keeps coming off. also if it and the tensioner aren't new cold be another reason .Also your belt doesnt' evn go to the water pump it is driven by timing chain. unless the bolt is coming out and hitting bolt.
