1996 Acura Integra Headlight wiring failure

I have a 1996 Integra Special Edition 3Dr Automatic and a couple of months ago I installed HID headlights on it. Nothing complicated, just a Plug N' Play package but now the left (driver side) low beam headlight won't come on. I tried switching the bulbs and ballasts and returning to Halogen bulbs and checked the fuses. Nothing seems to be actually wrong with it, except that the left low beam headlight won't come on. A previous owner did try to wire fog lights or something into the low beams but I checked the splice and it's good. Not shorting or creating a bad ground as far as I can tell. Do you know of any other fixes I might try? Any help would be Much Appreciated!

Extra info:
I'm also running a 600W subwoofer and Amp but I have a Farad Capacitor to protect the other electrical systems from the excess drain. All other exterior lights are functioning normally and of the interior lights only the glove box and ashtray lights are not working but that issue started long before the head light failed.

Is there power to the light socket or plug? Are you sure all fuses are good?
