how do i set camshafts timming when the pulles have been taken off the cams

the cams do not have keywaes to hold pulleis in a certen spot

Needed two special tools Crankshaft locking tool andCamshaft locking tool see diagrams. If you have them off need to take to Volvo Tech to straighten out

What Doc is telling you is VERY important. If you install it wrong or crank the engine at the wrong time, you will be looking at a fortune in bent valves.
