Lowbeans give off no light. High beams are dim, but when set to highbeam the high beams work proper.

Recently picked up this car, and found a few things odd with it. The headlights don't work proper. When started the highbeam lamps are on dim, even with the lights in the off position. If I switch it to the headlights on position my dash likes come on like normal, however the 'dim' headlight remain the same. If I switch to highbeam the highbeams work proper. My low beam bulbs are brand new (I replaced them just in case.) but don't even turn on. I took a multimeter and checked each side of the socket to ground on both high and low beams and I get about 14v's if I remember correctly. To both socket connecters on each the high beams and low beams.

Fuse looks fine too, it was corroded a bit, but both the left side and right side fuses I cleaned off and put in and it's the same problem. I have the dim headlights on both sides of the car.

ORiginally my power windows and power side view mirror also worked as well as my power locks, but aroun the time I discovered this highbeam issue, those also stopped working.

There is more then one headlight fuse are they all good?Also are your inside fuses good?Do you have a multimeter?

I do have a multimeter. There is a fuse for the left high and low beam lights, and a fuse for the right high and low beam lights.

Both fuses had a bit of corrosion but I cleaned them off, they otherwise are fine.

I do have a multimeter. There a fuse for the left and right headlights (low/high) and another fuse for the other side.

Fuses look good.

Is this a car with daytime running lights?Like from canada europe etc?
