hard to spin front right wheel and has a growling sound.

have a oldsmobile silhouette and wont go up slopes(like something is holding it back)has a low pitch growling sound coming from the front right wheel checked the brakes they look new and when i spin the wheel it is hard and thats when it makes the noise.
