My de-fog for windshield is not working.

My air fan is working, but blowing air always to the front (driver and passenger). Regardless where I turn switch de-fogging of windshield is not working. It seems that air vents are always opened for front blow direction (to driver and passenger). I tried to change vent control switch but still not working. It seems that whatever controls a vent opening is not working.
Could you give me suggestions what could be wrong and how to fix.

Check the heater defrost vacuum actuator (item # 18). Ensure vacuum hose is not leaking or dislodged and vacuum actuator works when vacuum is applied. If A/C-heater heater does not work as well, check the vacuum hose from engine for clogging or leakages.
