reduced power-only 5 mph max, engine light

It started normally,then had reduced power and would only go about 5 mph--less up hill. I made it the 1/2 mi home. The engine light came on. It had a new timing belt 2 mo ago and there has been a ratteling in the timing belt case since. It also uses about a quart of water each week

What you need to do here is have the computer scanned for OBD2 codes, there's a problem within the engine management system that caused the light to turn On, this is your starting point of diagnosis
