1995 Mercury Tracer Installing heater controls

There is no heater control in the car. How do I install one into the car? I don't see any pull cables. Is there any way I can get heat in the car without the unit? Need a defroster until I can get the unit. I can see the cables on each side of the console. What do they control and will I be able to use them at all?

there are two cables one is for heat look at pic an dthen look to see where yours is if the cable is broken ty movint it in opposite direction. temp control may be on drivers side under dash if you look
