1995 Mercury Mystique crank shaft pulley

I looked uder the hood and i can see it wobbling in there ..how can i tell if i need a new one or if i can get it fixed? And is it the same as the harmonic balancer? Is it driveable enough to make it into a shop?

see if bolt is loose or broken first if it's not wobbling to bad and the shop is close go ahead and drive it. then have a pro look to see if the piece it bolts to is broken or not. it may be damaged behind the pulley and you are seeing the result.
