Engine oil Dip stick handle broke off and stick stuck in tube. Can I remove tube to recover dip-stick?

Yes, you can. It may have a bracing bracket further down but the pipe is slid down into a hole in the block. You need to wiggle it and pull up at the same time. It may not come easily.
