Rebuilt head, due to water in head, timing gears were not moved during process, motor was set to TDC before removal of head, installed dizzy, the motor fired once then just winds over, could water have got into dizzy shaft an blown crank angle sensor, as I still have spark, an fuel.?

If you have sparks and fuel, that should not be the problem. Did you check the compression and is fuel being injected? Try some starting fluid to see if it works.
