My head lights have stopped working. Are there fuses under the steering colum that control the light?

I found the relay under the hood but not sure how to test it to see if its bad .

Look at the fuse from the side and compare it to another fuse known to be good.
In the known good fuse you will see a metal link in the middle. In the bad fuse, the metal link burns up and will not be there leaving an empty center.
