where is this neutral safety switch located on 1995 honda civic want started with key but we can jump start it

Possibilities here could be the starter motor, starer relay, clutch switch and ignition switch-

Clutch switch is located on the Clutch pedal bracket under the dash.

The NSS is on the top of the transaxle gear case, but where is the transaxle gear case located?

it's behind the engine you probably can't see it due to air cleaner duct work.
