My car started making a whistling sound when I turn my a/c on, the sound you hear when a steering pump is going out. And when I turn the car off it sounds like its winding down with the same sound after the key is turned off. I have never replaced the belts or pumps in my vehicle. But the car isn't overheating a making any smell it loosing any fluid.

Is the noise coming from the belt or the electric cooling fan?

I'm not mechanically inclined enough to pin point what the difference of a belt or Cooling fan would sound like...?? How would I do thay

Your going to have to listen to what's making the noise I would check the electric fans for looseness in the fan blades.You listen if the noise is coming from the belt area or the radiator area?
