The starter motor turns over when I push in the clutch pedal without haveing the key in the switch

The starter motor turns over when I push in the clutch pedal without having the key in the switch. If I put the key into the switch and turn it to start the car will start.
I have check the connections at the starter motor and and cleaned the battery connections.

Unplug the ignition switch. If it no longer cranks, replace the switch. They have plastic fingers that push on the spring-loaded contacts. The contacts overheat and those fingers melt. That prevents them from pushing on the contacts to turn them off.
