seem to be vapor locked can't get them to bleed

When replacing brakes on 95 Crown Vic they seem to be vapor locked can't get them to bleed. Is an ex cop car. Any suggestions.

If there are four lines coming out of the master cylinder, can you get one front wheel to bleed or one rear one? Any chance the brake fluid is contaminated? If it is, the bladder seal under the reservoir cap will be blown up and mushy. Here is a video and guide below to help you bleed the brake system correctly.
