the mount for the steering gear has rusted of the frame on a mid 90's dodge van. where can i get a replacement mount to repair this issue?

That should be a part of the frame and won't be sold separately.

the mounting pad is welded to the frame, i will need to fabricate a replacement and weld it back into place
