I am getting too much gas when starting

What would cause my engine to over fuel so bad as to choke it out and make it hard to start when warm and cold? I have changed the intake manifold and plenum plate and gaskets, all injectors and seals, fuel pump and filter, spark plugs 'n wires, distributor cap 'n rotor., ignition coil, and the O2 sensor looks new. I cleaned the throttle body and blew out all the orifices, would this be MAP or MAF or TPS issues?

Check the CTS, IAC motor, and the rest of the sensors you mentioned
